Alliance problem!!! in Dark Avatar GalCiv2 Forums

Hello, Maybe I`m a newb, but i dont understand how to forge an alliance with another race. I play a military victory game, with 9 other races. I destroyed 1 and i want to allay with some of them. I researched trade tech, alliance tech, but I still dont have the option to make an alliance with another race, even it I have pozitive standings with that race (warm, frendly). Maybe I` m missing the "make alliance button"!!! if it is such a button!!!
