Because AIs are bad at dealing with monsters in general, increasing world difficulty actually makes the game easier. Probably the most difficult setting would be world difficulty as 'novice' and the AI difficulty 'insane', but then again, at that point, the game becomes more of chore than enjoyment.

Sean, did you try play on epic setting? I found it just nearly impossible to play because of really slow tech progression, and relatively too fast monster strength increase does not match well.

I also whine too much about this game (look for my threads) and while quite many of them are valid, I can't say I can agree on sov and races. Each time I play sov, my platstyle differs... greatly accordingly. The way Alter, Trog, Resoln, Magnar... they are rather quite different from others. (with one radically different) And please do not compare it to Xcom 2012, it literally has no replayability or whatsoever.

With setting up world difficulty higher than AI indeed makes AI struggle hard, but I don't see much strong evidence that monsters are aiming for city more often. Indeed there are more cities being razed by monsters.... But with such high monster density and too many of them roaming around, it should be much more destruction. I did auto-run for 12x8 map, setting epic, everything dense/plenty except resource being moderate. all stock factions plus Capitar and Umber custom sovs. Difficulty is Challenging/Challenging. After about 270 turns. I removed the fog of war. In short, AI cheats on monster aggression. As I said, all AIs have semi-immunity for monsters. More description : it cheats real hard.
