http://www.howtogeek.com/howto/windows-vista/customize-the-windows-vista-send-to-menu/ Using this, you could just set up shortcuts to your desktop and the public desktop respectively, and even other user's desktops if you have access. I doubt this will be a feature added to Fences.

The problem is that the control panel icon placed on the desktop through Desktop properties is one of the "Special" icons on the desktop. On the context menu you do see, you should have an option to create a shortcut to the control panel. This you can exclude.
