This should now be addressed and you should be able to purchase the app.

Based on how Fences is architected, I imagine the same would be true regardless of the virtual desktop app used (i.e. those that we didn't make).

Not all downloads will be filtered, just specific file types most commonly downloaded.
As of now, RightClick is a retired application. Before this decision was made, there was talk of possibly updating it to work on newer systems, but no schedule on this has been established.
Try closing Impulse and running the following file: http://sd.stardock.com/curthendzell/fix_registrations.reg Make sure to follow the link in Internet Explorer, as other web browsers will not handle the file type correctly. Once you follow the link, save the file and double click it to apply it. Then relaunch Impulse. You will need to re-login with your username/e-mail (either will work) and password.
Are you able to browse with IE? Often users with 3rd party browsers that do not use global Windows Internet Settings will not see connectivity issues other than with apps that are reliant on them. If these settings are misconfiguration, or hijacked by malware, Impulse will not connect.
What are the specs on your system? It could simply be straining to render these effects with 2 monitors enabled.
Also check and make sure that the Desktop Window Manager Sessions Manager service is running on your system. This is done through Windows services.

Does re-applying the skin help at all?
Note that this is a feature in Windows and has been there for some time.

I would chalk that up to a fluke. DirectX wouldn't really have anything to do with the weather docklet.
I believe due to developer contracts and marketing strategies. There have been some instances where sales have bundled them together (such as ObjectDock/Object Desktop sales).

Most likely something in your configuration is amok, because running as THE administrator would create new settings under that user account's profile.
You need to install the Pro version on all systems, you'll have to uninstall the trial first. Secondary machines are not activated, only the Primary.
This will usually be caused by security apps preventing the change, or not having sufficient privileges to access C:\Windows\System32. Try disabling security apps, and make sure you can navigate to System32.
Try uninstalling Fences and then running this file: http://sd.stardock.com/curtHendzell/clear_fences_settings.reg Once you do, reinstall and it should be gone.
Most likely the screen saver app is drawing in the same place that Fences is. It is unlikely that these apps will be compatible.
Have you tried rebooting? It sounds like the Fence is gone, but the images just hasn't cleared.
