I have "Downloads go to" checked with the fence "Downloads" specified. However, when i download items to my desktop they go to the general area, not the Downloads fence.
Take a look at the rule in the Fences configuration. Not all downloads will be filtered, just specific file types most commonly downloaded.

As of now, RightClick is a retired application. Before this decision was made, there was talk of possibly updating it to work on newer systems, but no schedule on this has been established.

Try closing Impulse and running the following file: http://sd.stardock.com/curthendzell/fix_registrations.reg Make sure to follow the link in Internet Explorer, as other web browsers will not handle the file type correctly. Once you follow the link, save the file and double click it to apply it. Then relaunch Impulse. You will need to re-login with your username/e-mail (either will work) and password.

Are you able to browse with IE? Often users with 3rd party browsers that do not use global Windows Internet Settings will not see connectivity issues other than with apps that are reliant on them. If these settings are misconfiguration, or hijacked by malware, Impulse will not connect.

Also check and make sure that the Desktop Window Manager Sessions Manager service is running on your system. This is done through Windows services.
As for the question: I was wondering if purchasing WindowBlinds would be enough to be able to change the background colour of Windows Explorer windows in skins I like.
Yes, this is enabled in the full version As far as the mIRC issue, it's one I haven't seen before, and it's odd that it's just one window. Does re-applying the skin help at all?
I don't know why this is necessary since my user name is set to administrator.
There is a difference between AN administrator and THE Administrator accounts on Vista/7 machines. Most likely something in your configuration is amok, because running as THE administrator would create new settings under that user account's profile.

Most likely the screen saver app is drawing in the same place that Fences is. It is unlikely that these apps will be compatible.
Is it possible to make Impulse detect that(expired sub) and block the update process, preventing this sort of issue? Just wondering.
No, or at least not yet. However, this is a nice reminder that you're missing out on updates by not renewing [e digicons];)[/e]
