Need help adding ships to planets in Sins Modding Sins Forums

i have been playing around with maps and forge creating maps but have not been able to find out how to add ships to planest that are not owned ie unclamed by any race after claming a lot of planets it is easy to take out frigs with caps that guard most unclamed planest so how do i change that
