How change which vessel has fleet insignia? in Sins of a Solar Empire Stardock Forums

When I select a group of ships to assign them to a fleet, it seems that selection of which ship becomes the rally point that carries the insignia is random. Sometimes this means a lousy scout is fleet commander, when I'd rather have one of my capital ships or a command cruiser or something. How can I change which ship in the fleet has command? Thanks!
