For the record, in Rebalanced Races, I don't even touch Wail.. It's a rather complex issue that may require changes beyond what is allowed in modding, so I've left it alone.
Feel free to make a Rebellion version of it. Mine was made IIRC back in entrenchment.

It's a debuff to the target that does as suggests: it cripples shields and causes some additional shots to go through. It says nothing about the effects it has on other weapon types.
I'm pretty sure this isn't a bug, just something that with the Coronata can potentially make the AL battleball that much more powerful.
It's pretty much standard warfare that to defeat a dug in opponent, you need 2-3 times the manpower/firepower.
Not to be nitpicky, but you are only moving thing around the screen, not zooming them. As a result, the ships just look as if they are orpibiting the camera.
People have been basically fine with this through Entrenchment and Diplomacy. I can understand disliking it for titans because I agree titans are their abilities (unless you're talking about the Ragnarov's railgun that deals something like 200 DPS) but players have been dealing with this fine for capitals. Refineries have always been a niche thing and Resource Focus even moreso, especially if you have allies because of trade agreements.
Unless you're Advent which have recharge structures and Disciples and TEC culture regen might not be stopped by this either.

I could see a -50% (so in actually, a -33%, Bilun) reduction in AM generation for titans but I'd really rather it stay in some capacity..
