Yup, I sort of have the same problem, I remember in diplomacy even on normal the AI would attack you. In the beta on normal the AI doesn't seem to expand to more than three planets, even if there is no opposition. I've also noticed the same thing with capital ships, the AI will make loads of them but will never use them to attack or anything.
