Yes you are charged in theory. as the funds will dissapear from your account for at least 1 week. Impulse does a check to see if the funds are there. They do charge you straight away but they cancel the ticket and do the full charge when the game is released.

I prefer retail but because digital is cheaper i get that. But 2 x the price of USA is a damn ripp off.
Why is it 2 x times the price for us australian? $40USD for the US and $80USD for australia. I have enjoyed been a customer of impulse in the past but these outrages prices are putting me and my friends of futre impulse prices.
I will not be buying games from Impulse any more as $80 US dollars is the most expensiv4e game i have ever seen for PC here in australia. I will also be canceling my preorder of elemental if the price doesn't get fixed soon as i want this game.
