WB is simply a service which running on the background as system ones'. It has lots of chances that your unique environ hindered it,this being said it has no such quirk that has made your disk busy.

Clean its registries and residues that hidden on c:\Users\yourname\AppData\Roaming\...........etc. Personally,I couldn't wholly rely third party apps to remove necessary files that encumbers the smoothness of execution.
It has been considering in the development (of WB 8 ) as MS took the blur effect down on Win 8.
You may try to make an alliance with http://ohmyicons.com ,he is still making Desktop themes and they are phenomenal that you could hardly see in someone else's computer.

The recent built of Opera (v.16) got "affected" too. Impervious to be skinned?? Then what on earth the MS theme (.msstyles) is fine on it?? I am not talking about Chrome (the browser) exclusively,its WebKit engine that WB chose to ignore. [e digicons]X|[/e] ( Debating on IE or Firefox's sufficiency is off tangent.)

Those old skins should be meant that have UIS2 only,no per pixel frames. Xaphire does has per pixel frames,that's why it has no problem shown animated effect. [e digicons]v_v[/e]
I can confirm that,it seems the latest WB has ceased supporting anim.dll which implemented animations onto Titlebar and scrollbars.
