OK FALSE ALARM! The issue was my Nvidia 3d was enabled by default which has never happened before in all my time of installing operating systems. Their were ZERO issues with the game, my system or my OS... idk how that got flipped on since I installed Windows 8 literally one day ago. If anyone experiences the problem in the future, just go to your Nvidia control panel and disable 'Stereoscopic 3D'

I have played Sins of a Solar Empire: Rebellion on my desktop running 64 bit Windows 7 Ultimate with out any issues for quiet awhile, but recently I switched to Windows 8 (wanted to try something different) and Sins graphics are completely messed up.
