Thats all sound advice comrade! I ought to add that when your are on a tight board, and have perhaps slipped behind, a fortress asteroid system can delay pirates very successfully (non competitive play, which ain't what you were writing about) allowing you to concentrate you small fleet in expansionist operations imho.
