if you follow the current abbreviations in the navy/army/etc. it's Tactical Command PACFLTCOM - Pacific Fleet Command ATLFLTCOM - (Atlantic might be dif abbrev.) Atlantic Fleet command etc. If you assume that time has changed this, then you may be right
