half an hour for 1/4 a lane? that means a HUGE phase lane. generally it takes but ten to twenty seconds for phase (longer ones; shorter ones are 3-5 seconds), and thirty seconds to cross a well
did you go to the in-game editor? it's possible to set phase lane length to insane proportions. (also, check game speed. set it to fast on next load - set everything to fast)

Is there any way to make it so it can have a sort of "attack ground" form? and just lock on (like aim assist type lock-on) to any ships/structures?

screw the visuals for now, all your doing is testing the balance right? the visuals wouldn't matter for that. if you want it to be a widespread mod, mess with the visuals after you have the numbers nice and balanced. Personally, I'd say that the radius should be halved (yes, I know that means that area is quartered), the damage per wave halved, and the AM and cooldown the same. this is a large nerf, I know, but, IMO it could make it a much more manageable strength.</
an easy way to make MB more resonable - half/quarter the number of waves (more like quarter) and half/quarter the cooldown and AM usage. exact same DPS, but it is more easily countered. as for balance among the other caps: I really think that the rest of the caps should be buffed. they're way too much like popcorn right now. (for those who don't get it, they pop a lot)

you try playing with refresh rate?
the reforming fleet glitch again... that happened when jumping between planets, too. some of the fleet would jump, the rest would try to reform on sub-light. the way to avoid this: make sure all your fleet is close together before giving the jump order (not on the other side of the well)
1) are your ships starting out from a phase stabilizer? 2) Is there some kind of build time upgrade going on? this was what "disabled" the phase stabs when the planet was recently colonized by an egg 3)are you jumping ships in to test? it won't build anything
If you ever want to see how well Jam weapons/Flak Burst works, either a) arrange a duel with a friend to determine the total damage output/damage not taken by self, OR fight an Advent AI on a large map. they like their strikecraftses. Phase out hull: I don't use it. to micro-intense. however, I find that the other three abilities are very useful. or, at the very least, I'll put one point in it, set off autocast, and use it on Marza MB'ing Subversi
