No, this should not happen. If TEC ships could jump through Vasari phase stabs, then Vasari should be able to build ships for half price when 'TEC researches Industrial Juggernaut. This is a lost cause. Phase stabilizer is the unique feature of Vasari. Everyone has repair bays or stuff like that, but only Vasari can jump from one of the star system to the other in one flight. You should not be able to hand that over to your allies.

It is very noticeable when compared to assailants, whose phase missiles are loltardedly slow. It often happens that your large group of assailants fires a full extra salvo of missiles ( = a lot of damage ) onto a ship that is going to get annihilated by the previous salvo, which is just about to
The game is 100% balanced for Chuck Norris: whichever race he chooses, whichever cap he starts with and whatever fleet composition he decides upon, he always wins with zero losses.

The problem with shield mitigation is that it takes 2 minutes to down a light frigate with firepower small enough not to cap the mitigation. Such firepower ( ~10 or 12dps, which is enough to max shield mit) is never a threat to anything. Basically, whatever comes under any serious fire in this game, it always has its mitigation bumped up. Why not focus fire then?
