Oh please. If they stayed decloaked, clearing 150 mines would take 30 seconds fo a decently sized fleet, since a mine is basically one shotted by 3 pieces of any unit. That's 30 seconds of time bought for, like, 8000 credits? Worst business EVAH.

The problem is that for their cost, with their activation time, the speed of the Ruiner and the way it deploys mines (a chaotic cluster over a large area around it) what you get is HARDLY worth the money and time spent on Researching Ruiner, building it, draggin it along with your fleet and actually deploying the mines. All that would make the ruiner really worthwhile would be a slight change in the way it deploys mines. For example, instead of doing it in a chaotic cl

Slow and steady way - 6-8 flak frigs, 1 scout. Create a fleet with the scout being fleet leader. Set engagement range to gravwell, fleet cohesion to tight. Turn the scout's autocasting of Scouting (and Capture Extractor if applies) abilities OFF. Turn the autocasting on the mine clearing ability ON. Lich, you have just spent about 50000 credits in that battle. Mines, Marauder, Vulkoras, Carriers, Egg and whatnot. Oh yeah you can throw mines around. And what then? You spew 3k credits worth of mines and the starbase will still be spitting doom upon your fleet from behind them or circle the mines. Besides, he can do the same to you (we're talking vasari vs vasari). Moreover, one scout and the starbase will clear mines faster than a dozen flak frigs. Not really a stable strategy.

I don't want the damage buffed just so the mines are useful. Mines are fine - if you don't pay attention, you go puff. Something has to be done about the Ruiner though, because it is only marginally useful on the offensive.
