I have 7 factories but small ships still take 20 turns!(DA) in Economics GalCiv2 Forums

As Arcean... I've got a planet, close to my capital, 10b population, 7 factories and 3 asteroid mines. Building a ship with a 'cost' of 130BC (but if i buy now it's 800), it's taking 20 turns. When I focus on military production, I have 9 military shields, 3 social shields and 2 research shields. When I click summary, it says the planet has 73 MP's. It also has 2 markets and a farm. There has to be something I'm not getting, the way
