The first problem I have found with the rating system is that I can have a skin which is heavily commented (eg. >15 comments) and downloaded yet only one or two individuals bother to rate it. Sometimes no one does. This makes the one or two that do very powerful or leaves you with the default rating. The other possibility could be a monthly bandwidth limit, like those ISP's impose on sites, instead of an absolute limit. That would certainly reduce the drive-by downloaders if it is set low enough. Stardock customers might be less likely to buy renewals if they can't download skins.
