The only instance I've encountered when an AI did break an alliance with me was when he was at war with a strong third faction and was asking me for help (*) - which I refused, so he replied something along the line that this alliance is useless and canceled it. The statues is then reduced to friendly and you usually can ally soon again. Your influence doesn't bother your allies - as such, an alliance can be a legitimate prequel to an influence conquest without triggering wars

I think you'll get the diplomatic penalty regardless of this, the only thing that seems to matter for the AI is the proximity of them to him. Although I cannot rule out other factors weighing in, such as the diplomatic trust. Currently browsing these forums on a labtop via a mobile connection whose max download rate is 7kb/sec. Loading time per page is 3-10 sec if no huge pictures are present. I don't think that the ships are landing on that rallypoint "at once" - but rather one by one, because the calculations for each ship is done individually as well. What we need is a RallyPoint that creates a fleet when 2 or more ships stand on that point, and everytime a new ship enter this point the game has to check if there's still space enough available in those fleet(s) and if true, add new incoming ships to them.
