Purpose and practice are to different things. You can mention all the ideology and intent of laws but the pragmatic use is quite different. In Mexico, guns are ilegal. Anyone found carrying a gun gets an automatic 10yr sentence. Before the Bush Administration...Mexico's gun fatality was 3%. During the Bush administration (and the removal of assault rifle regulations). Mexico's gun fatalities jumped to 34%. Is there any correlation there?
