Sole, you should start posting all this info you have compiled to the GalCiv2 Wiki... Also, IMHO the best thing about custom races is picking your own tech tree without dealing with the pre-picked racials. Drath, I'm looking at you.

I'm thinking about how WC3 plays, and I don't think the "rush" strategy and the "build up the tree" strategy are mutually exclusive. Nor do I think the purpose of the extended tree is for both sides to reach the top before bashing each others' faces in. Against really good (like REALLY good) players, what happens is both sides rush each other even as they build up at home. If the two opponents are evenly matched, they fight each other evenly throughout the build process.

I'll give NewEgg a plug. Phenomenal service and a huge community of product reviewers that will give you specs / requirements / information above and beyond what any manufacturer would ever provide, above and beyond what any tech support would ever know. Even if you don't buy from them (and I suggest you do, did I mention their service is phenomenal?), you should at least take advantage of their product reviews. If you're building your own, make sure you plan ahead.

I don't do it after every new tech. I'll usually pop into the shipyard, tweak the design, look at the difference in numbers and ask myself how significant is the net change from old design to new. I'll also look at if my current designs are still outpacing the AI. If it is and the AI's aren't looking at any significant improvements anytime soon, then I can't justify the cost.
