It seems to me that a lot of people are assuming that the OP wanted the TEC ally to be able to build and utilize their own Phase Stabilizers because their Vasari ally is able to. One of the biggest frustrations I have with my fleet is the fact that ships won't stay in formation when moving. My capital ships always get left behind by the supporting frigates...sometimes resulting in the loss of ships. What are the chances that an update will include a "formation lock" command, so your ships will always stay in formation when the fleet is given a move command?
