Let me ask you this: Would you rather have the KOL's ineffectiveness fixed or VR's starbases stopped from jumping to any planet?
Hm I know, but still, this is an issue that has not been solved for many years and would only need minor changes like make the forcefield passive, and still, nothing is done to improve that awesome looking noob-starte

Why do devs ignore capitalships this much?

Can`t have too many.
I think you are wrong, many mods have too many planet types, making them weird and unrealistic (like small garden world, industrial world, etc). I think maybe 1-2 more planet type that are already confirmed to have a chance to exist in our universe (mods tend to ignore this).. Though the DLC already covered this area.

For the Advent part, how can you rate the Progenitor and the Halcyon to be the same level as Rapture, Discord and the Radiance? rapture is a useless ship, Discord runs out of antimatter too fast and the radiance does no

An agressor AI can be harder by a whole level sometimes (so instead of normal he is like a hard AI), though I don't know how random AI works, but I guess it throws the available types at you(researcher, aggressor, etc) , so you may have gotten an aggressive one, that like building huge armadas and likes attacking people early, and with brute force. The defensive AI is the lamest, he is like a level lower than his actual one (instead of Hard he is like a Normal AI).

1. (NEW SHIPS FOR ONE OF THE FACTIONS)add unique ship types so the factions will not look totally the same, one of the 2 factions could inherit the original ones, maybe the loyalist ones, and rebels shoudl get new ship types not to look totally the same. Though I am aware of the 2GB RAM limit stuff or something and know that this cannot be done, so ignore it. 2. 1. Kostura needs to be changed for multiplayer purposes, with the strongest fleet in Sins (both Vasari factions) it cannot stay as it is now. If you could actually defeat a late game Vasari invading fleet than it would be OK, though somehow it should allow enemy fleets to arrive there easier, because if you are 10 jumps away basically your homeplanet is dead no matter how hard you try. And defense is useless against a fleet. 2. if they will actually make a Sins 2 game they will make i

Wish Vertigo affected strikecraft.
Not sure if that would change much, you still need many levels on that ability to make a difference, and remember, the ship would be still a glass cannon that cannot survive for long, and weakening 1-2 waves of bombers by some percents, I don't know, still your important objects would die too soon.
