The game in fullscreen windowed mode allows the Windows taskbar to be always on top and this makes it impossible to play in that mode because it obscures part of the game screen. There is no exclusive fullscreen mode available. If taskbar is set to automatically hide it will show when moving mouse cursor to its border rendering screen edge panning impossible. It seems a recent update introduced this issue because I played a couple of months ago and it was not happening.
Oh, that's a pity. I verified integrity of game files on Steam client, made sure the launcher can connect to the web and it still shows the promotional message.
