Discord is what has replaced skype as its easier to communicate. I suggest if you reconsider not using Discord. The 'Star Control' Channel is by invite only right now. I am an elite founder as well and there have been NO KEYS distributed for Beta since Beta has not started yet.
On the flip side. I think they are ok but need to be strengthened. Starbases should require a strong fleet to destroy. I have been discussing that military SB's should apply a zone of control and prevent invasions while they are in system. In other words if there is a Military SB in a system with planets yoiu would have to destroy it before you can invade. You get one leader every ten turns. Thus it takes a while to mass them up. They are working as intended. And yes early on I will get a scientist but after I get say 10 planets I usually will get Leaders. Hell no, considering how long it takes to get them. They are best for large empires. The Ai uses them so all is fair game.

Publius I have simply took the mastertechdefs and fixed the overflow bug regarding miniturization on Beams and Rail guns. I don't know if it will get fixed for today's release.
It used to be that if you click on the shipyard (or planet back in GCII) days you could pick the launch direction of the ships from that point. It would seem like a simple feature to code but it has been missing since GCII.

No, it is ready barrings some bugs that are being ironed out. Its perhaps the best expansion for a game I have seen in years.
It is the most fun I have had since Gal Civ II.
