No idea if anyone is reading this, but I got rid of the no-text,bad-performance problem by installing an older version of my graphic drivers. Unfortunately, the strange rectangle problem is still there. The rectangles seem to appear only at specific parts of the screen. For example on the building-grid in the planet screen, the minimap, the animation in the research-screen, the animation of the diplomat of the orther race in the talk-to-other-races screen and a few other places.

Ok, this one has a bit of a history. First, I installed the Ultimate Edition of Galactic Civilizations II and applied the newest patch via Impulse. Then I started the game and it seemed to work fine. However, after starting a new game I noticed strange graphic errors appearing. They had the form of white and green flickering rectangles, appearing in regular intervals on my sceen.
