When I dowload a skin, the scroll bar that it shows on the preview isnt there. How can I use the scroll bar that they made w/ the skin?

Ok, Im at my friends house and he wants to have skins like mine. I went to download.com and download window blinds, but now everytime we try to download a WindowsBlind skin, it says something like "No .uis file." Can anyone help?
