We're going to be adjusting the credit income from Worthy Cause soon, as well as making it only usable in enemy or allied gravity wells. It is currently not working as intended.

The current beta 2 build has a bug where the positive military action bonus isn't being applied correctly. The idea is, faction A hates faction B. If you destroy faction B's ships and facilities, faction A is going to like you better. This is going to get hot-fixed early next week and will hopefully address a lot of the concerns people have with the negative military action penalty.
As of right now, the pirate AI has been improved and they now spend their money on upgrades to their ships (new abilities, armor, hp, damage, speed, etc). If the modders are interested, look at all of the research subjects that start with RESEARCHSUBJECT_PIRATE. Beta 3 is going to include our brand new pirate mission system, which will allow you to give the pirates a mission to follow (seperate from the current bounty raids), for a price.

This won't make it into Diplomacy, but is certainly something we'll look into for future releases. How do the modders feel about specifying the parameters for the cone equation to determine a firing arc for each weapon? There is a new screen in the Diplomacy expansion called the relationship screen that lets you view every players standing vs. every other player, which includes alliance status.

Hubere, the situation you are describing seems like a legitimate AI surrender. Darvin is right in that the AI is designed to surrender when it finds itself hopelessly outnumbered. In a 2v1 game like you're describing, I'm sure you and your allies combined fleet was much larger than the AI's fleet. Fleet imbalance gets amplified if the AI has just lost their whole fleet assaulting a starbase or a heavily defended planet, like Darvin said.
Your idea of having a secure interface for giving resources is solved by the ability to offer other players and AI's missions which is a part of the Diplomacy expansion. You could give a player a mission to give you 500 credits, and reward them with 200 metal, for example. As for your idea of having a game option to disable the black market: I'm intrigued. We'll definitely look into something like that.

This is something we will surely spend a lot of time in beta tweaking. You're definitely right when you say that getting this right is key. We're spending a lot of time creating these new diplomatic tools and it's very important that the AI uses them effectively.

That's not really how bounty works at the moment. Pirates (or players for that matter) have to destroy ships, structures or planets of the faction with the bounty on their head to collect it. On the one hand, pirates of antiquity were often known to capture capital ships and use them (granted, the capital ships of old were fairly small compared to modern capital ships). There's not much we can say at the moment. Answers will come in time. Please do not take our silence as a disservice to this franchise. While Diplomacy will be the last micro-expansion, it is most certainly not the end of the Sins saga.
A decent chunk of the expansion will be a total revamp of the diplomacy system which on the surface, may appear to only affect games vs. AI. However, the ability to form trade and research pacts as well as give your fellow players missions will undoubtedly have a very positive effect on multiplayer games. The new Envoy Cruiser will also give you the ability to subvert enemy planets over time via espionage giving you a non-violent way to conquer planets. </sp
