The planet slider was removed in a patch along with the wheel. There is a new planetary project that diverts manufacturing to shipyards, you must first research Orbital Manufacturing to get it. Aldo I do recommend to go the empire govern screen and use the wheel towards wealth.

Could you look at Steam\steamapps\common\Galactic Civilizations III\data\Game\ImprovementDefs.xml at the Arena and paste what it says. Also look in Steam\steamapps\common\Galactic Civilizations III\Gfx\Improvements at the files with Arena in the name.

I suggest to not make the planetary wheel a racial trait, but to push it back and reintroduce it when different forms of government are ready.
