I searched around a bit... There is a way to change it, however i warn you before hand: -It can take a long time to do. -You can srew up your original icon cache. BACK UP PLEASE!!!! - only works on 32bit OS for the moment. The program its called Reshack. http://www.angusj.com/resourcehacker/ This is where it gets tricky, you need to search for the right resource. Start of with shell32.dll. Its easy to get an animated avatar. just change the file extension of the GIF to JPG, and viola!
Get yourself a program called "autoruns". It is free and it is like msconfig on steriods. In the explorer tab you can disable it. I am not sure if it will act for the one account only though. Also try to convince him that he acyually needs it... lol or disable all the options on the fences config on his account so that its invisible. Hope this makes sense. My english isnt perfect.
Olso try DEVIANT ART, you can register for free (dont have to). There are LOTS of skins, all of them free!!! Thats where I get mine.
Yeah what he said ;-) I normally make a folder where i unzip all my skins to all my skinns to, that way its easier to add the from the config.

Have you looked into styler toolbar, it integrates great with WB. Also you can just get the right theme that does what you want it to.
