Is there a way to send cargo hull as scout and upgrade it and colonize on the spot? Someone said something like this on steam forums but there are no population on upgraded ship so how it can be done?

Archer Rain of Arrows ability works reverterted. It should fire at enemy in a 1 tile radius with 50% strength of normal archer attack. But It's always bigger attack than normal attack - example: not guarded 5 size city is attacked. Two Archer millitia are showing on battlefield against two Escaped Experiment.
