Folder Portal quirk in Fences Stardock Forums

Now I use a folder portal to store shortcuts to web pages. The reason is I moderate the chat room on Eggxpert.com, Neweggs chat room. I have shortcuts to pages that will provide information people need. Since there is a great deal of discussion about building computers I have shortcuts to parts listed on Newegg. Ok it seems that they are on the avg 120 tall and about 40-50 wide. Now looking at them I see 3 different icons in there. Why is that? What would be the best app to make something like that in. I was just going to resize the image I had in paint. I guess I could get gimp and make one.

I am just wanting to know how I can create a new start menu icon on the taskbar. I like the ones that come with it but I may want to use another graphic in the future. I know it needs to be png but just don't know the size and how best to make it.
