Yeah I've had the same thing (or similar, anyway). It wasn't the whole fleet, as I was trying to jump away from a fight & had them set to jump individually. 7 or 8 ships just decided not to move, out of the 1,200 or so supply. They just sat there & wouldn't move even inside the gravity well. Eventually they decided they would, and maybe 2 of them got away.
