trading with freighters can also improve relations over time so you can go from "hostile" to "close" and although not a cast iron gaurantee if their getting a lot of income from trading with you they tend not to go to war with you unless you get the "ambassador slagged off the emporers bit on the side or the disgruntled employee blew the back of the aliens head off" scenarios.
This is at beginning of a game and for basic ships toget you going: Techs needed: Titanium armor 3,basic miniturisation,general life support,laser V,stinger IV,Mass driver 4?,superior deflectors,(logistics at any level you want) tiny Hulls: 1x impulse engine,1x general life support,1x either beam or mass weapon? small hulls: 1x impulse engine,1x gen life support,1x beam/mass/miss weapon and 1x armor or deflector if using beam or mass weapons as missile will tak
The only time spaceminer/scouts/surveyors stop when on auto is when they can no longer improve mines (need space mining 1-3),scouting when they either max their range or uncover the entire map (depends on life support/range/size of map),surveyors/flagships go into standy mode till more anomalies pop up which they do throughout a entire game unless disabled in game menu. as Gaunathor said^
It might be because of those conditions and the game level?
Rather than overwhelm you with tecnical data I'll tell you my simple approach to military starbases. The military starbase can defend itself (when upgrade with contructors to lvl 2 or 3 battlestations+armor,etc) against quite powerful fleets and as well as assisting nearby fleets they can also draw fire away as I've seen the AI fleets go straight for my starbases and rather than hit a juicy fleet they suicided themselves onto my fully armed base. econ bases only increase the value of the trade routes that go through their circle of influence.
This might also help: build a embassy/cultural centre on the nearby planet helps prevent the planet as well as mines switching sides.building a influence base is the more expensive option.also research the culteral tech that + influence that alone can stave off disater sometimes.

Immense is the biggest normal sized game I dont know about the custom maps or mods are any bigger?
Although there are 12 races in GC2 there are only 5-7 ship styles as you have pointed out there are 2 races sharing each ship style.This where making your own ship styles/templates helps diversify the game.As for the icon colours I dont know - sorry!

I love reading AARs its just a shame so many dont get completed.I myself wouldnt do a AAR justice.
I normally go with a combo of beam and missile weapons with a combo of shields and armour for defence until ecms become smaller or a enemy is using missiles only.
