If you don't want spoilers, then suffice it to say that this behaviour is entirely normal. You need to contribute truly huge quantities of dominator materials over the course of the game if you're going to finish all three research projects (there are other ways to complete the game). Expect to spend multiple years of game time just slaughtering hundreds of dominators, collecting their stuff, and depositing it at research stations. On the subject of tooltips, there is nothing I find more annoying than having to wait several seconds for them to appear. Populous 3 had a nice approach to this - right click on a button, and it skipped the delay.
