Because specialists are used for soldiers (which are not tied to a city and attaching them would impose overhead), at best you could create a local resource that is done like specialists and is used by buildings (thus limiting the number than can be used in a given city). That is assuming the creation of such a resource is possible.

At 1 mana per imbue (at at least that much per other persistant spell) and building having +2 and sovreign at +3, shards will be of great importance.

I am looking into getting it through the college I go to (I will need to visit IT to get some idea for the form that goes to Microsoft, it is confusing). Their 'update advisor' program has issues though (there was at least one Microsoft device driver it could not tell if it would work with Windows 7). From using it in the schools computer labs, I hate Win7's UI; hopefully like with Vista it can be set to use something more functional... like Windows Classic.

If it has not already been considered, it would be nice if spells could be tied to more than one spell book. For example, the volcano spell could require the earth spell book and the fire spell book (and possibly terraforming).
How about allow DC to be used to force diplomatic agreement? With the DC cost being a function how favorable the AI would see the deal and the relative military strength of the players involved.
