Had the same issue with the DX12 version of the game getting stuck on initializing (DX11 had no issues at all in this regard) and going no-where, changed the compatibility settings so it runs as admin. Seems to run fine now thus far. I've had various issues regarding Win10 and games that have been fixed by running them as admin.
