can't start rebellion in Sins of a Solar Empire Stardock Forums

i get this message when i try to start my game... i have not change anything on my system. just some time past away since my last playing ^^ where is this "file c" it mention which i should delete for a re-activating purpose? i tried the repair option from steam and also tried to reinstall it... nothing changed
