The GPU requirements for GC4 are higher than GC3 due to new shaders. CPU usage is roughly the same though but will scale depending on what size game you setup. In other words it's using your GPU by design. Swapping is only required if a game goes beyond the limitations of your RAM and it shouldn't by design depending on the scale of game you serlected. There are improvements that can and are being made but what you're citing here isn't due to bad performance.
30+50 = 80 33% of 80 = 26.4 That number is the total tax you're paying on your state income.

There are multiple ways to win and you can set the victory conditions in the new game options. One is through prestige, another is a tech victory, or you can just crush your rivals etc.
Most are designed to be activated right away. But you can choose whenever really. They're more like quests you opt into.
Looking at point 2 I think this is something you'll see a lot of change with as we go. We're mot focused on ensuring civ creationg works well and getting the uploads in place. But, balancing things will be an ongoing process.
It is tied to what modules you are using. Check that you're not using any speciality items that would come under that.
I will put this in a doc I am preparing about requested features for the 1.0+ cycle.
