We added the Stardock launcher to SCO recently. So you might be selecting the wrong game in the launcher or something else could be going wrong say with a firewall or something. Can you try launching the game directly using its exe? Right click on SCO in Steam > Properties > Local Files > Browse Local Files > Game >StarControl_DX11
"Blocked it" not sure what you mean. If you bought direct through Steam it should have worked. I don't think you can even buy the expansion without already owning the base game. Do you have a screenshot of your library?

I still don't know what you mean by "can't get pics" do you mean textures aren't loading or steam workshop assets aren't loading? Either way it sounds like something like a permissions issue is happening where the files aren't being properly installed and keep initializing.
We are currently in the process of transitioning internally how we handle bug reporting. But, I have one of our guys tracking GalCiv bugs and ensuring we don't miss anything. Sometimes people report bugs we already know about and are in the system.

Windows 7 will always have a special place in my heart. I still remember how much of a nightmare Vista was, not just in its visual design but how bad the driver support was, poor optimization etc. With Windows 7 it was like an apology from Microsoft after Vista and it was a breath of fresh air for many users.
We are definitely working here :) There is no single thread for bugs Stygian. Partly because it's better to see if other people are experiencing an issue in a thread and working through fixes, steps to reproduce etc. Right now we have had a lot of bugs reported over the holidays and one of our team has been adding them to our internal bug tracking.
