Did you try deleting the ini file, ensuring the page file is big enough and reinstlaling re-distributables?
Two questions: 1) When did you start this save game instance exactly? 2) Did you try going through the support FAQ here ?
One of many reasons I am not a fan of public matchmaking. Not all games work out for it though but I prefer those which have a community built around it like custom servers in an FPS.

What kind of hiccups? Freezes? Low FPS? What are your specs?

To deactivate DLC on Steam right click on the game, go to properties and then DLC and select as you wish.

Game installation and mod directories are two different things. Your game files are going to your D drive but mods are installed in user settings on where your documents folder is which in this case is C drive.

Can you upload the minidumps you are getting with these crashes? Dropbox can be used to upload them. Try going through this list of troubleshooting and taking the steps not already taken and if the game is still crashing: -Does it work if you start in dev mode? Sorry to hear about this. I'm afraid we can't guarantee bandwidth to update the game at this time. Though that could change in the future. The only thing I can think of that you can do is to downgrade to an iOS version where the low game speed mode still works.
