I have the same issue, in the thread above yours. I think it has to do with mixed vertex processing mode, and not being able to disable it once its turned on

Hello! I just bought Gal Civ 2 Ultimate addition. I have a fairly nice gaming PC, so I turned up all the graphics and turned on all the cool features. I made the mistake of clicking the mixed vertex processing mode.... Now the game will not open, it goes to this black screen and glitches around for a while and will not open. I have reinstalled the game, the same issue is still present, I see no way of fixing this? I bought the game off of steam, any one who knows a
