Ships refuse to change focus in Galactic Civilizations II GalCiv2 Forums

I was originally expecting the Dread Lords to go Beam/Deflector on their ships, but they actually went Mass Drive / Deflector. Anyway, I wanted to shift my weapons focus from beam attacks to Mass Drive so I went to the shipyard, then I went to Core Templates, and I changed my attack ships to Mass Driver Attack / Driver Armor. For some reason though, the ships continue to be produced with beam weapons, its like not registering the focus change, and its pretty damn annoying because there's
