What is missing from the details of this issue is if this: 'set up it take one off' Is for Seamless or for KVM. If the latter, that is what would happen if you tried to add a second Secondary as the KVM product only allows for 1 in the config at any given time:

Wave, while I am sure this is frustrating, saying it is a 'brand new install' actually helps make the case that something is missing with Windows not that something is wrong with IP. Being a Windows 7 install would mean you have (perhaps had) a long list of updates to install. Have you installed ALL of the updates for Windows 7?
