Found it myself in the meantime. It appears to be a standard feature of Win11 itself.

All Programs - How to Rearrange Items? in Start8 Stardock Forums

How can I rearrange items (folders, programs, files, etc.) under the All Programs section? In Win7 as well as in other utilities, e. g. the free Classic Shell, this works by simply Dragging & Dropping the items. However, this does not seem to work with Start 8 (V1.02). TIA!
