Reply to Windowblinds causing taskbar to lock up in Windows 8.1 in WindowBlinds Stardock Forums

I had the same issue and narrowed it down to a conflict with the DisplayLink Manager application running on my pc. Unfortunately, this is the app that makes my USB video adapter (Toshiba dynadock) work. If I kill the DisplayLink Manager in TaskManager the taskbar no longer freezes (unresponsive blinking icons are gone as well).
