Yes, it happens in the "All Programs" menu. I suspect the underlying Windows 8 is not returning control to your program once the delete is successful. This is on Windows Pro 8 64bit. UAC is turned off and so is BCEDIT. Other applications installed that may be contributing to the problem: 1. Visual Studio 2012. 2. SQL 2012. 3. Office Pro 2010 4. VMware Client 5.1 5. VMware Workstation 9.0

Just a request not a big hurry. When I delete an item from a sub folder on the menu it doesn't remove the item from the menu. I have to "go back" and let the menu rebuild. I would recommend calling the same procedure that builds the menu after a "delete" and auto expand the folder I am currently in.
