Dual screen support disappeared with latest Tuesday Win10 updates

With the latest (10/20) Tuesday Win10 updates, Fences are no longer anchored to second screen. Upon computer boot, they appear on the primary screen mixed in with the primary screen fences. I can move the secondary screen fences back to their screen, but that only lasts until I restart. What happened?
