I've been puzzling over a somewhat similar problem recently. I was playing a game earlier where I was TEC Rebel against a TEC Loyalist. My enemy built 2 upgraded starbases and many hangars, along with a titan and a couple of Dunovs. No fleet other than a couple Hoshiko here and there. His titan was only level 1.
