Rebellion won't launch, no error message in Sins of a Solar Empire Stardock.net Forums

So Sins has been one of my favorite games for years, however when I got a new computer recently. A MSI GV62 virtually every game I have on Steam, Origin & those downloaded from GOG work except for my favorite! I have Sins of a Solar Empire: Rebellion on Steam and every time I try and launch the game it does not freeze the computer or provide an error message. Steam says the game is running, however the computer appears to do nothing, simply remaining on the desktop. Think
